Create an access role for QC staff

QC staff need access to specific areas in Series, QC, Track, and Connex that do not mimic existing roles. Dispatcher is too little, Manager is too much.

    Command Series comes with no user groups or roles, the creation of user groups and permissions is up to each individual company. Each company can setup a QC group with whatever permissions they want in Command Series and then assign it to users.
