Update extended price based on qty price regardless of project/product effective date

If the product pricing effective date is after the order/ticket date and the qty price is changed in edit orders and tickets, the extended price does NOT recalculate, which then cause issues with incorrect billing and auditors. Either don't allow the qty price to change if the date doesn't match the order/ticket date OR make have the extended qty price ALWAYS recalculate.
